Education, both under the Ottoman Empire and in modern Turkey, has consistently been a highly politicized domain. It has served as a strategic tool for social engineering and the construction of national identity (Alkan, 2000; Ustel, 2004). The creation of new schools intended to train elites was a central pillar of Ottoman reforms (Georgeon, 1994). With an exclusively secular educational system considered a free public service, republican elites saw schools as a key for socialization and learning national norms (Copeaux, 1997; Üstel, 2004). After the 1980 coup, education was reoriented to align with market demands (Unal, 2005; Kaplan, 2006), with national security courses becoming mandatory at all levels of schooling (Kaya, 2015). In the 2000s, in a context of European harmonization and international market integration the AKP (Justice and Development Party) engaged in numerous reforms (Altinyelken & al, 2015), considering education as a key institution in the project of forming a "new Turkey" (Pérouse, 2015; Nohl,  Somel 2020).

Since the AKP's rise to power, the education sector has become a political battleground. Despite strong opposition from national education bodies (Yilmaz, 2012), the AKP initially overcame resistance through an alliance with the F. Gülen religious community. The subsequent rupture in 2013 and Gülen movement's marginalization following the 2016 coup attempt had significant sectoral repercussions. Education emerged as an ideological arena through reforms, targeting the formation of a "pious youth" (Gençkol Eroler, 2020), including curriculum changes and new courses about the coup attempt. Controversial reforms like lifting the university headscarf ban in 2008 and equalizing secular and religious educational tracks in 2012 intensely divided societal discourse. These internal dynamics intersect with international influences. National educational reforms reflect pressures and recommendations from the OECD and European Union (Altinyelken, 2011, 2015), particularly as the Turkish government seeks to expand its global influence through educational policy.

Despite recent contributions like F. Gök's work (2024), social science research on education in Turkey remains fragmented, with limited critical and empirical analysis. Existing studies (Nohl, Akkoyunlu-Wigley, Wigley, 2008) predominantly focus on state reforms, neglecting diverse educational actors' practices. While emerging works increasingly explore socio-economic and cultural transformations linked to educational policies (Emanet 2023, Gök 2024), significant research gaps persist, particularly regarding marginalized populations and intersectionality. Beyond evaluating reforms and persistent challenges (ISCASS, 2019; Osmanoğlu & Lüküslü, 2023), the aim of this conference is to provide a comprehensive overview of Turkey's current education landscape, and to explore structuring historical and contemporary issues. It invites multidisciplinary perspectives (history, social sciences, political sciences, educational studies) to examine the political conditions and effects of school institutions across primary, secondary, and higher education levels.

This conference will explore three main axes:

I. Reforms in the Education System and Socio-Political Reconfigurations

The AKP's educational reforms (of which 2024 Türkiye Maarif Modeli Müfredatları, or 2024 Öğretmenlik Meslek Kanunu are the lastest in a long list) developed within a complex, multidimensional context involving various actors with diverse and shifting interests and perspectives. This first axis explores the reforms through the lens of how institutions intertwine with social and political logics (Gourisse, Erdinç, 2022), focusing on 3 dimensions:

1. Power Vectors: Examining how and with which resources, community associations, religious groups, and economic circles penetrate and consolidate their influence in the education sector. When and how does the government strategically target and encourage specific actors' involvement, and how are international references incorporated into reforms?

2. (Re)configurations of socio-political power: What are the outcomes of the reforms in terms of construction, consolidation, and potential weakening of existing socio-political power structures? Which actors were promoted or marginalized? How have boundaries between public and private, formal and informal education actors been transformed? How does the transnational dimension play a role in these reconfigurations (exemplified by the Maarif Foundation's international takeover of Gülenist schools, Angey, 2022)?

3. Transformation of the education system: How and to what extent is it affected by meeting the expectations of the different interest groups upon which the government relies. How does the recruitment system for educational and administrative staff function? What role do academic criteria or resources play compared (or in relation) to political and/or economic considerations?

II. The political, ideological and identity-related challenges of educational reform in Turkey

This axis explores the ideological and identity dimensions of recent educational reforms in Turkey, examining their impact on pedagogical practices and social dynamics. Since the Republic's founding, the Turkish education system has been a key space for national projects, balancing secular modernization and cultural preservation. While previous research has analyzed state ideology's curriculum effects (Copeaux, 2000; Kaplan, 2006; Caymaz, 2011) and militarism in school textbooks (Altinay, 2004; Kancı, 2007), the AKP-era reforms have been less studied in terms of their (political) socialization processes (Can, 2022; ÖzgÜr, 2012).

1. Identity construction: Our objective is to examine the role of education in identity construction within a context of increasing polarization between secular and religious values. We aim to evaluate how the strengthening of religious education (expansion of imam-hatip schools, revision of school textbooks to reflect a more conservative vision of history and national values, introduction of religious content) signals a potential shift from secularism to religious nationalism (Sen & Starkey, 2019).

2. Curricula: A key focus is analyzing the exclusion of evolutionary theory from primary and secondary science curricula, and its impact on national, ethnic, religious, and gender identity construction. How do curricula, textbooks, and daily practices shape conceptions of national identity, citizenship, and social roles (Aratemur Çimen, Bayhan, 2018)? How do school rituals and practices reproduce, or challenge embedded social hierarchies? What are the effects on gender perceptions and equality? What compromises or resistances emerge among educational actors facing ideological tensions?

3. Profession: The biography and sociological characteristics of teachers in the pre-university educational system, their training and their professional life are elements that are generally marginalized and deserve to be analyzed (Nohl, Somel, 2018).

III. Inequalities in School Pathways and Stratification Dynamics in Turkey’s Education System

This axis explores educational inequalities in today’s Turkey, analyzing interactions between socio-economic, cultural, and institutional dynamics and considering the agency of the pupils and their family.

2. Private/Public sector. The growth of the private sector in both schools and universities suggest the need to observe how public-private relations influence inequalities especially from a territorial and social point of view.

3. Turkish citizens/foreigners : The significant presence of foreigners with international protection status, labor migrants both documented and undocumented, suggests observing how their children are inserted into the educational system, both public and private. Furthermore, the growth of "International schools" aimed at foreign students that equally welcomes the upper-middle class Turkish citizens is a phenomenon that deserves to be analyzed.

4. Gender-based Inequalities: Patriarchal norms, domestic responsibilities, and poverty disproportionately affect girls' education, particularly in marginalized regions (Kırdar, 2009). These disparities persist even in developed areas, influenced by economic and institutional factors (Gumus & Chudgar, 2015). What are the recent developments in addressing intersectional gender inequalities in education, and what outcomes have emerged from efforts to remove barriers for girls in an increasingly conservative sociocultural context?

5. Selection & Meritocracy: The centralized exam system, grounded in multiple-choice assessments, disproportionately favors students with access to economic and cultural capital (Somel, 2019). The transformation of dershanes into private high schools further underscores systemic biases. What family strategies are deployed to navigate this inequitable system? And what are the academic outcomes of a selection mechanism frequently reshaped by governmental policies?

6. Higher Education Massification: Rapid proliferation of public and private universities has increased educational access. However, marginal returns remain low (Polat, 2017), and elite private universities primarily serve wealthy families.  This raises critical questions about whether the expansion of higher education reduces or exacerbates existing inequalities, particularly regarding socio-economic accessibility and the quality of education offered.

These dimensions invite critical examination of how institutional structures perpetuate or challenge social stratification in the Turkish education system.

Call for papers : ROCKY LANDSCAPES at the intersection of people and rocks - DEADLINE DECEMBER 18,2023

The event will be hosted at the IFEA (French Institute for Anatolian Studies) in Istanbul (Turkey) on 23rd and 24th May 2024.

Four thematic sessions have been outlined:
– The first will focus on the stratigraphic understanding of the landscape through the study of rock-cut structures and stone quarries. This session allows us to reflect on new approaches and conceptions of stone material as a stratified archaeological palympsest. Its integration into a historical landscape is made possible thanks to digital tools and technologies (GIS, relational database, data models). However, a challenge is presented in terms of effectively harmonizing the temporal  dimension (stratigraphy) with the spatial one, landscape.
– The second will bring together researchers on stone ecology and multi-species interactions in carved landscapes. A particular emphasis will be placed on ecological aspects and the analysis of multiproxy data to gain insight into how the articulation of relationships between humans, rocks, animals and plants has evolved over the centuries.
– A third session will address landscape-scale concepts of technical environments and taskscape, bringing 20th century anthropological concepts to current anthropological research directions. This will address the issue of epistemology: the articulation, similarities and differences of notions of space and environment.
– A fourth session will focus on cultural sociology and the notion of heritage at different scales. The purpose of this panel is to open the debate on societal issues by involving sociologists, international relations researchers, geographers…

Contributions on the themes evoked in the call, and in particular abstracts with transdisciplinary aspects, are welcome. Funding will be available for students and PhD students presenting a contribution in the framework of the conference (more detailed information will soon be available).
The abstracts should be in English and no longer than 300 words.
Applications should be sent to This email address is being protected from spambots. You need JavaScript enabled to view it. by 18 December 2023.

CALL OF PAPERS - Symbolic and Political Production of Space in Capital Cities in the Middle East and Muslim World

Outline

Our special issue will focus on capital cities in countries which have authoritarian politics in different levels. We argue that, in the age of the nation-state, it is first and foremost the political and cultural functions which distinguish capitals from other cities by linking urban space to the national imaginary. The scientific literature is focusing on the fixed staging of political power in political geography and geopolitics and less has been said on the dynamics between the political regime and the fabrication of the city and lived and perceived lives in these cities (Morelle and Planel, 2018; Planel, 2015). Each national capital has a story reproducing a revised version of the national history. Architecture and landscape are then modelled and staged to show the weight of the new political power. They don’t only provide visual and spatial means of legitimation for a political regime or elite, but also as a genuine act of constituting political reality. In this case, a special attention will be given to the evolution of perceptions of urban aesthetics via architecture and design in different periods and political powers and how these perceptions affect the city, its population, and the image of country.

In this issue, we are planning to focus on the capitals of Muslim countries to propose a comparative perspective on the influence of similar aspects like the symbolic power of religion and the potential conflicts on the production of public spaces between various political ideologies and movements.

The issue has 3 main research lines

  1. the symbolic and political production of capital cities through the prism of power and political ideologies

  2. the influence of global urban networks and the circulation of international models in the urban development of capital cities

  3. forms of antagonism between the spaces designed and the spaces experienced: the various strategies of resistance and adaptation of the inhabitants and the alternative forms of appropriating space.

We focus mostly on capital cities with political disruptions at some level which have transformed the perception of capital city’s image as the mirror of political regimes. After regime changes and political rupture like revolution or coup d'état, policy makers took up new directions of planning and urbanism in these cities. In some cases, like Ankara and Astana, the capital has even changed after the political change and new urban spaces have been created in order to reflect the symbols of political power. For example, Ankara became the mirror of Republic erasing the Ottoman memory and then the AKP government under Recep Tayyip Erdoğan’s presidency attempts to impose a neo-ottoman style in the architecture for wiping off early republican era’s style. Astana reflects the will of policy makers to erase the spatial footprints of Soviet era to promote Turco-Islamic roots of the country.

Urban spaces are often reconfigured by political clashes between rival groups with distinct political, cultural and religious beliefs, and politics seek to translate these political divisions into physical structures and order of the city. The objective of the panel will be to study firstly the capital building process as the image of nation and political regime and then to show the backdoor struggles and divergences between different actors in the symbolic construction of space via capital cities.

Here are some key aspects to consider:

Historical Significance

Many capital cities in the Middle East and Muslim world have deep historical roots, often dating back centuries or even millennia. These cities have witnessed the rise and fall of empires, the spread of Islam, and the influence of various civilizations. Historical landmarks and monuments, such as palaces, mosques, and ancient ruins, play a significant role in shaping the symbolic production of space.

Religious and Cultural Identity

Islam plays a central role in the Middle East and Muslim world, and capital cities often feature prominent religious symbols and institutions. Mosques, shrines, and religious schools are essential elements of the urban landscape, and their locations and designs contribute to the symbolic representation of Islamic identity. Many capital cities in the Muslim world incorporate elements of Islamic urban design principles. These principles often include the presence of central squares or courtyards, grand mosques, and extensive use of calligraphy and geometric patterns in architecture. The design aims to reflect Islamic values and create a sense of harmony and order.

Monumental Architecture

Capital cities often showcase monumental architecture and urban planning as a symbol of national identity and progress. These structures, such as modern skyscrapers, government complexes, and cultural centres, project a sense of modernity and economic development.

Public Spaces and Urban Design

The design and allocation of public spaces, parks, and squares in capital cities have political significance. These areas often serve as venues for public gatherings, demonstrations, and celebrations, enabling the expression of political and social demands.

In addition, public spaces and plazas in capital cities often play a crucial role in the political production of space. They can serve as venues for political rallies, demonstrations, and celebrations, allowing people to express their political and social affiliations. Examples include Tahrir Square in Cairo, Egypt, which became a symbol of the Arab Spring  protests.

National Museums and Cultural Institutions

Capital cities often house national museums and cultural institutions that preserve and promote national identity and history. These institutions play a significant role in shaping narratives and disseminating the ruling ideology. They showcase cultural heritage, artifacts, and historical narratives that align with the dominant political discourse.

Political Power Centers

Capital cities are centers of political power and governance. They house government institutions, presidential palaces, parliament buildings, and administrative offices. The layout and architecture of these areas reflect the authority and grandeur associated with political power.

Government districts and presidential palaces in capital cities serve as symbols of political power and authority. They are often heavily guarded and act as physical manifestations of state sovereignty. Examples include the Presidential Palace in Ankara, Turkey, and the Qasr Al Watan in Abu Dhabi, United Arab Emirates.

Urban Planning and Infrastructure

The spatial organization and infrastructure of capital cities are often influenced by political considerations. The development of grand boulevards, administrative districts, and landmark structures are intentional efforts to shape the physical and symbolic landscape of the city, projecting power and authority.

Contested Spaces

Capital cities in the Middle East and the Muslim world may also have contested spaces that reflect political, ethnic, or religious tensions. These areas can become sites of protest, resistance, or conflicting narratives. For example, the Temple Mount/Haram al-Sharif complex in Jerusalem is a highly contested religious site for Muslims and Jews. In the case of our capital cities, Forest farm of Atatürk in Ankara is a politically contested area between islamist power and republicans in terms of urban memory and heritage.

Urban Segregation and Inequality

Capital cities in the Middle East and Muslim world can also display stark socio-economic inequalities and spatial segregation. Wealthier areas, characterized by luxury developments and high-end commercial centres, may exist alongside marginalized neighbourhoods with inadequate infrastructure and services. These spatial divisions reflect underlying political and economic dynamics.

And finally,

Geopolitical Issues

The geopolitical context of the region can influence the symbolic and political production of space in capital cities. Strategic locations, such as proximity to important resources or neighbouring countries, can shape the development and prominence of capital cities.

By considering all of these aspects, it is essential to recognize that each capital city in the Middle East and Muslim world has its unique historical, cultural, and political contexts, which contribute to the symbolic and political production of space. The interplay between these factors helps shape the urban landscape and the representation of power, identity, and governance within these cities.

It is also important to note that the production of space in capital cities is not static, and it evolves over time, reflecting the changing political dynamics and aspirations of societies. Different regimes or ruling powers may leave their mark on the urban landscape, shaping the symbolic and political significance of these cities.

CALL OF PAPERS - CfA CEST Symposium, Sciences Po Paris, Nov. 17-18: State, Party, and Society in Turkey and Beyond Deadline: 15 June 2023

The Centre for International Studies at Sciences Po, together with the Consortium of European Symposia on Turkey (CEST), is delighted to invite paper submissions for a Symposium to be held on November 17-18th, 2023 at Sciences Po in Paris, France.

The topic “State, Party, Society” hints at a debate on Turkey in the last years, both in the media and academia, around the question of how to qualify the place and role of the hegemonic party in the political field. Has Turkey under the AKP/Justice and Development Party rule become a “state party” or perhaps a “party state”? To what extent do these qualifications make sense, what do they uncover and enlighten - and possibly make invisible? This questioning has also fueled debate about the single party period that Turkey went through between 1923 and 1946 and that recent historical works have questioned anew. Parallels have even been drawn between Turkey’s single party period and today’s situation. Disentangling the relations and functioning of state and party seems particularly relevant in this respect, as well as thinking about possible historical continuities and discontinuities.

This questioning requires disentangling “state” and “party” by looking at their internal organization, conflicts, and workings, and the impact of these on their relationships. As far as the “state” is concerned, several works have shown that it may be more relevant to speak about public institutions in plural in order to avoid any reification of the “state”. Regarding the party, the alliance between the AKP and the Turkish nationalist MHP since the mid-2010s appears as an important parameter. What has this alliance produced in terms of relations between party/parties and state institutions? A further question is to what extent power concentration in the AKP has come along with, or given impetus to, concentration of power in public institutions. Finally, how have the reconfigurations between party and public institutions, and especially the concentration of power, impacted state capacity over time? The aftermath of the recent earthquake casts doubt on the common idea that concentration of power leads to more efficacy.

Complicating the picture is the question of what anchors public institutions and the hegemonic party and its allies in society. Relocating both party and institutions in their social environment complicates what would seem to be a face-off between state and party by introducing other social actors and social dynamics. To what extent and how do these social anchors fuel, hinder or refract relations between state and party? Social anchoring may include organized society (NGOs, labor unions, religious communities and brotherhoods, professional chambers, business, media, activists, vigilantes, etc.), but also broader social groups. What roles are played by the social anchoring of institutions and parties in exercising, consolidating or contesting power and government, and what forms does that take? To what extent do these anchors take various shapes and have divergent implications in diverse social fields? To what extent can we speak about a “hegemonic bloc” that extends throughout state, party, and society – and throughout various social fields?

A comparative perspective is particularly relevant, bringing in cases where these questions have been much worked on (USSR, Russia, the People's Republic of China). Another important comparative angle might be how Turkey’s diasporas abroad reconfigure the triangle between party, state and society in different locations.

We welcome applications from all fields related to the study of society and politics, with a particular interest in comparative work. We would also like to stress our interest in historical studies and a critical debate on the conclusions that can be drawn from those historical cases for our understanding of the relations between state party, and society today. Our emphasis is on Turkey and its region, but we welcome comparative or conceptual work from other world regions, as long as it promises valuable insights for our regional angle.

Call for papers: Channels of transmission of astronomical knowledge in the ottoman world - DEADLINE 25/06/2023

Channels of Transmission of Astronomical Knowledge in the Ottoman World (14th-18th Centuries)

Appel à contribution / Call for Papers - IFEA / CETOBAC / IISMM - DATE LIMITE / DEADLINE : 30/04/2023

We are pleased to inform you of the organization of a colloquium focusing on the socio-political implications of quantification in Turkey, which will be held on September 28 and 29, 2023 at the French Institute for Anatolian Studies (IFEA) in Istanbul, Turkey.

This colloquium invites young researchers at all levels (master, doctorate, post-doctorate) to share original research about the uses of numbers and their socio-political implications in the Turkish context, past and present. Numeric arguments are omnipresent in political discourse. As the time for Turkey’s presidential election approaches in the aftermath of the seismic crisis, this observation may become even more relevant. Figures and estimates on key ballot issues are generated, disseminated, and interpreted by a complex body of interconnected actors: pollsters, scholars,
think-tank members, political party advocates, and so forth. Inflation, for instance, is a daily topic in mainstream newspapers. The ‘true’ numbers of inflation are calculated by economists and then shared by journalists in the public arena where they become the subject of heated controversies
in board-rooms, coffee shops, and at dinner-tables. Competitive statistical narratives also circulate as executives and ordinary people seek to make sense of current trends and likely future scenarios. As some narratives win out over others, certain public institutions have been brought
into disrepute; whereas, conversely, private expertise companies have acquired new levels of credibility and trust.
By organizing this colloquium, we wish to build a springboard for importing and discussing the numerous studies dealing with the social history of statistics (see Anderson 1988, Desrosières 2010 [1993], 2008a; Didier 2000; Wuthnow 2015; Labbé 2019), the socio-political
life of numbers in the public arena (see Schweyer 1991; Porter 2017 [1995]; Desrosières 2008b, 2014; Bruno, Didier & Prévieux 2014; Gasquet et al. 2021), and the renewal of quantitative methodologies and techniques in the academic field (see Bugeja-Bloch & Couto 2021) along with
their impact on reframing theories (see Field 2019; Bréchon & Zwilling 2020) and shaping state policies (see Aldrin 2010). Research on quantification and the social life of numbers has been fruitful in many parts of the world but has not yet been well established in Turkey. This event
represents an effort to advance a scholarly conversation about the Turkish case, including the social history of ottoman and republican censuses (see Dündar 2001, 2005), statistics in relation to technopolitics and institutional reform (see Silverstein 2020), and the sociology of the public
opinion and market research industry (see Abadan-Unat 1991).
This colloquium aspires to focus on a twofold research axis. On the one hand, we intend to dissect the chain of production of statistical artifacts that we are likely to encounter in our3 respective research areas. This focus entails a genealogical endeavor. To prevent the risk of
anachronism or teleology, we encourage pragmatist approaches that examine each step of the quantification process as a practical and contingent accomplishment. Chronological patterns should therefore be embedded with grounded accounts of quantification as a social activity
undertaken by specific actors (interviewers, pollsters, statisticians…), integrated into various institutional networks (companies, think-tank, NGOs, administrations…), on particular objects (public opinion, social attitudes, political trends…), by relying on evolving techniques (sampling,
questionnaire design, data collection...), and requiring a handful of aptitudes (counting, calculating, estimating, predicting…).
On the other hand, we wish to study the social life of statistical artifacts, narratives, and arguments inasmuch as they provide inputs for engaging in public controversies. What kind of public issues catalyze or magnetize statistical disputes within fields as various as, for instance, state
policy, administration of religious affairs, or social movements? And how discourse and collective action are framed and reframed regarding competitive figures on controversial issues such as inflation, immigration, work-related accidents, natural hazards, or feminicides?

Applicants should submit the following materials: a 500-word abstract for a 15 to 20-minute-long communication in English, and a short resumé including past and current research activities. These materials should be sent before April 30 to the following email address: This email address is being protected from spambots. You need JavaScript enabled to view it..
